VIRGINIA BEACH, VA, June 27, 2005— L. Steven Emmert has been appointed Chairman of the Appellate Practice Subcommittee for the Virginia State Bar’s Litigation Section.  The selection was announced June 17 during the bar’s annual conference in Virginia Beach, and becomes effective July 1.

Emmert will serve as the principle spokesman for the state’s appellate lawyers and as an ex officio member of the litigation sections board of governors where he will represent the interest of the appellate bar within that group.

Emmert, who practices at Sykes, Bourdon, Ahern & Levy in Virginia Beach, focuses on appellate advocacy in the state and federal courts, as well as federal civil litigation.  He also authors the Web site “Virginia Appellate News & Analysis,” www.virginia-appeals.com, which provides same-day analysis of appellate rulings and important insight for lawyers facing an appeal.

Emmert earned a B.A. in economics from Richmond College and a J.D. from the University of Virginia.  He was admitted to the Virginia State Bar in 1982 and practiced in the private sector until 1990, when he joined the Virginia Beach City Attorney’s office.  For nine years, Emmert handled a variety of litigation for the city, including major tort cases, challenges to municipal authority, eminent domain, tax challenges, civil rights, and public sector employment cases.

Emmert returned to private practice in 1999 to focus on appellate law.  He has lectured on appellate advocacy, municipal law and taxation, and authored a plain-English guide to Part V of Virginia Supreme Court Rules, relating to practice before the Supreme Court.
